OK, this is what we will be doing.
This is the picture we are transforming

and this is what it will like when we are done, or something close to it.

Open PSP if you haven't already and open the picture of Ana.
The first thing you are going to do is make her black and white, do this by going to Adjust then on the drop down menu select Hue and Saturation then select Hue/Saturation/Lightness
Set Saturation to -100 and Lightness to 0, it doesn't matter at this point what Hue is set at. Then click OK, an example is below.

Select the magic wand and free hand selection. Have feather set to 0 and smoothing at 1 and trace around the lips. You should have the "marching ants" dancing around her lips, go to Adjust, then Hue and Saturation, then colorize. It doesn't matter what color you select to color her lips, but I did select a light reddish orange color. Click OK
Ctrl d on your keyboard to get rid of the "marching ants" Now you should have a black and white picture but with colored lips.

Now select the Hue Up/Down

Ok when you select the Hue Up/Down it will bring you to your brushes, use the first round brush that comes with psp8, I like the brush to be big enough to cover all her lips when I brush over them to give it a better flow, so make you brush size something like 32 or whatever lets you cover her lips fully. Hardness I like 50, Step 100, Density I like 60, and Density is very important here, and I recommend using 60. Thickness 100, Rotation 0, and Opacity 100.
Ok, brush over her lips and they will turn different colors, the more you brush the more colors they will change, once you get what you like repeat and do the same thing for her eye.
You don't have to worry about getting out of lines because the only thing that will color is what you have previously selected with the free hand selection tool.
Resize your picture, make the height 400 and the width whatever it comes up to be, make sure you have maintain original print size checked.
OK, once you have her looking the way you want her to look we need to cut her out so we can paste her onto a different background. To do this select the Magic Wand. Set Tolerance to 18 and Feather to 0. Now click on the white part of the picture, you should get the "marching ants" again, this time outlining her face.
Now while the ants are marching select Selections and invert.

Select the pan tool, that's the white arrow to the left top, right click on your picture and select copy.
OK, now we need to make the background, so go to file and select new, make your picture 400x400 and the background white.
Right click on the new background you just made and select paste as a new layer. Use your Move Tool to move her over to the right corner.
Make sure your layers pallet is up, if not click f8 to bring it up.
To give her some definition go to Effects, 3D effects, Drop Shadow and select a color you like and the shadow you like and click OK.
Now go to your color pallet and click on the top color then select gradient and select the rainbow gradient. Have it on Sunburst so it looks like circles instead of stripes.

Select the background layer in your layer pallet if it isn't already selected and select the Flood Fill Tool and click on the background, you should now have a very colorful background behind Ana. Make sure opacity is at 100.
Click on Adjust, Hue and Saturation, Hue/Saturation/Lightness and set Hue to 9 Saturation to 30 and Lightness to 0.
You should now have something similar to this

OK, select the top layer in your layer pallet, the top layer is Ana, click on Adjust, then Brightness and contrast, then Brightness/Contrast set Brightness as 3 and Contrast as 49, click OK.
Select on of the colors on your color pallet and make it black, then select the Flood Fill Tool and click once on the background layer wherever you want the black circle to appear. Now add some brushes for more effects, that's it. You should come up with something like this
