OK, I really didn't know what to call this, and if you are on cable you'll probably miss this effect all together, but this gives a different effect to the picture when it is loading.

Here is my original picture while loading

The background is solid black and it slowly loads to the picture you see.

Here is the way it looks with the effects added to it.

Open your picture in PSP

Once you've done everything you want to do to it and you are ready to save it,

go to File

then export

choose PNG Optimizer

Check 16.7 million colors (24 Bit)

Now click on use wizard

Check 16.7 million colors (24 Bit) again

Check no transparency

Click next, then next again

Now you can choose the color you want your background to be, I think it defaults to black, mine does anyway.

Once you have selected your color click next

Select No, choose the best colors

Next again

Make sure the bar is all the way to the top for better image quallity

Click next again and finish and save.

OK, that's it, and like I said, if you're on anything other than dial-up, you'll probably miss this effect all together but some of us can actually enjoy it.
