I'll be using PSP8 and Animation Shop 3
Open PSP8 click on file then new
For width I selected 100
For height I selected 30
Make sure Transparent is clicked for the background.
Click OK.
You should now have this

Select a color from your color pallet on the right, don't make it to light of a color.
Select your flood fill tool and click in your picture.
Mine looks like this.

Select a color from your color pallet for the text color, I'm using black.
Click on your Text Tool then click on your picture.
Your text entry box will pop up.
Select your font and size then type your word into the box.
I'm using Sampson Bold for my font and the size I selected is 10.
I typed in the word new.
Click on Selections at the top, then Modify, then Expand

If you get a pop up saying selection must be defloated click OK.
On your Expand Selection box that just popped up select 1 for Number of pixels the click OK.
Now hold down Ctrl and c on your keyboard to copy.
Now open Animation Shop.
Right click and Paste as a new animation.
I used the word new so I'm going to duplicate my new image 3 times.
Do this by right clicking on your new image and select Duplicate Selected until you have as many frames as you want.
Zoom in by 3 so you can see what you are doing.
Select your dropper tool and select a lighter color on your color pallet..
Now select your flood fill tool
Fill in the text on the first frame
Select a different color for your text for your second frame and fill it in.
Repeat those steps for each frame you have.
Here's what mine looks like

You can save it here, or I went a step further and change the background color of each too.
I did it the same way I changed the color of the font, I just flood filled the background instead of the font this time.

To save your animation click on file, save as, name your file, click save
now click customize, MAKE SURE the Number of Colors is on 255
Click OK
Then next 3 times then finish.
