You can use my picture for this tutorial, just right click and copy and paste
it into psp.
Make a new raster layer 100x100 and color it #FEFDA8.
Paste the new raster layer over your background layer
and right click on Raster 1 and select Properties
Where it says Blend Mode, choose Hue (Legacy) and change Opacity to 70.
Click OK
Make a new raster layer 100x100 and color it #FEA7FF.
Paste the new raster layer over your background layer
and right click on Raster 2 and select Properties
Where it says Blend Mode, choose Overlay and change Opacity to 60.
Click OK
I went ahead and added one of my frame borders, you can download them
here
I
used the color black and set blend mode to Burn, Opacity to 63 and added the
border over Raster 2
Go to Layers and Merge and then Merge All (Flatten)
