You can use my picture for this tutorial, just right click and copy and paste
it into psp.
Make a new raster layer size 100x100 and color it #EDC761 Now paste it
over you first image.
Go over to your layers pallet
and right click on Raster 1 and select properties
Where it says blend mode, choose Color (Legacy) and change Opacity to 75.
Click OK
Go to Layers and Merge and then Merge All (Flatten)
