Open a picture in PSP8 that you want to add a blog box to.

Click on your preset shape tool

At the top select what shape you want your blog box to be.

I chose rectangle.

Now draw your blog box on your picture wherever you want it to be.

Now select your flood fill tool

At the top make sure blend mode is normal and opacity is set to 50.

On your color pallet, select the color you want your blog box to be.

Now all you have to do is flood fill your box.  If a box pops up just click OK.

This is what I got.

That's it, just save it.
